Yes. Travel eSIMs are designed to be activated after you land, and for most plans that is exactly how the validity window is meant to start. The confusion comes from two different things both being called activation.

Two things get called activation

They happen at different moments and only one of them starts your plan, which is the whole source of the confusion.

Installing

Installing is downloading the profile onto your phone. It needs an internet connection — Apple’s own advice for using an eSIM while travelling is to set it up before you go, for exactly that reason, and Google’s instructions for setting up a new eSIM on a Pixel put the same download step behind Network & internet → SIMs. Doing it at home on wifi is easier than doing it on airport wifi, and the full installation walkthrough takes about two minutes either way.

Activating

Activating is the profile first connecting to a mobile network. That is usually what starts the clock on a "30 days from activation" plan, and it happens by itself when you switch the line on somewhere it has coverage.

The exception worth checking

A minority of plans start their validity at purchase rather than at first connection. On a 7-day plan bought a week before departure, that is the whole plan gone before you board.

The provider states which model they use, usually as "valid for 30 days from activation" versus "from purchase". If it says purchase, buy it the day you travel. This is the single most expensive detail to get wrong, and it is one line of text on the product page.

What to do on landing

Turn the travel line on, and set it as your data line.
Turn data roaming on for that line. It is roaming from its network’s point of view even though you are paying local rates, and this is the most common reason a correctly installed eSIM shows no connection. Roaming is a per-line setting, which is what makes the next step possible.
Leave your home line on for calls and texts, with its own data roaming off so it cannot bill you quietly.

Can you install one abroad if you forgot?

Yes, provided you can get online — airport or hotel wifi is enough. The awkward case is having no wifi and no working data at all, which is a genuine chicken-and-egg problem. Some airports offer a few minutes of free wifi precisely for this; otherwise a café is the usual answer.

It is avoidable in about two minutes before you leave, which is the argument for installing early even though activation can wait.
